BLACK ROCK CITY, NEVADA — For the first time in the 28-year history of the Burning Man event that creates and populates it for one week every year, the city of Black Rock was isolated from civilization for a whole day Monday — with no attendee allowed in or out, and much of the city's infrastructure offline


In previous years, thunderstorms and whiteouts have prevented access to the Black Rock playa for a short time before or after the event, but hardly ever during it.
